My husband was recently denied a visa because he has been in the US for longer than a year. He also had a 10 year bar placed against him. He has been in the US continuously since 1994, well prior to the 1996 law that brought about the 3 and 10 year bar. How can we appeal this decision? Thanks for the help.

No, you can't really appeal.
It does not matter when the law came into existence. It depends upon when he violated the law, which is now, after passing of the law.Immihelp Support
