Question regarding Visiting visa

My parents got 3 months visa from Feb 1st - Apr 1. However, they are planning to come here on March 1st. Will the 3 months start from the day they enter US or the date when it expires on the visa ?

Those 3 months are the period that the visa is valid to apply for entry to the USA. It is not how long they are allowed to stay in the USA.

They can use their visa within those 3 months to come to the USA. Once they arrived, they will speak with an immigration officer and he/she will make the determination on how long can they stay. Either 1 day, to 6 months. It is up to the officer.
