Russian B-2 tourist visa

I have friend in Russia whom wishes to visit the USA for 90 days.
Here demographics are:

Female
27 years of age
Long term employment in Russia
Long term residence at same location
No criminal background
Entire family in Russia
Wishes to tour USA as non-immigrant.
She also wishes to have multiple entry visa since she intends to visit Canada, Bahamas, and possibly Mexico.

According to her, it is common knowledge young women from Russia have a difficult time obtaining visitors visas.

Questions are:

How difficult is it to obtain a 90 day single entry visa?
Does a multiple entry visa create additional problems?
How long is the process for obtaining a B2 visitors visa?
What is the cost for obtaining a visitors B2 visa?

How long is the process...a month a year 3 years????
