Sister's visit????

My sister has a pending visa application for greencard.....they are no where near her date .......but she was denied a Visa to visit the USA ......is it true that she cannot visit America at all while her greencard application is pending.......it might take another 10-15 years?

Is not a rule, that she can not visit the USA. But, once an I-130 petition has been filed for her it becomes a lot harder to prove "non immigrant intent" which is required for any visitor visa.

She has to demonstrate that for the present time she does not plan on immigrating to the USA.
