sisters visa rejected thrice -help

my sister applied in 2003 for visitor visa...her visa was rejected as she said she's coming for my delivery.....she applied again after couple of weeks ..was rejected again with no reason....now she applied again in 2007 with her husband but was again denied....no concrete reasons....what shud we do better...can she apply again and does she have to apply from chennai itself and does the language has anything to do with it as she appeared in english once and hindi twice...she knows kannada and tamil also shud she try in diff language this time...please help

She hurt her case for a visitor's visa the most in the first attempt itself. She will have to apply from Chennai only. All what you are saying about language does not matter and makes no difference. I'd say wait some time before reapplying or try a different class of visa.
