    Hi,
    My mother got rejected twice on the grounds of 214(b) around 11 months ago. My mother is applying for her B2 visa for the third time this March. Both I and my sister live here. I am a F-1 student on OPT and I am graduating this May. My sister is a H-4 while her husband is H-1B.

    This time she is planning to apply saying that she wants to attend graduation ceremony. She applied last time around 11 months back quoting the same reason. My father is no more and my mother lives alone in Chennai. She is a pension holder and doesn't work. Last time she said she had to take care of property and old parents. But that didn't help either. In the last two interviews, the visa officer didn't seem to be convinced that she will return to India.

    But I am asking my mother to apply in March. I have asked her to tell that I am not going to apply for H1-B and that I will be returning to India once my OPT is over. This way she can tell the VO that she will have to come back and can't stay here forever as I am returning in December. I just wanted to know about your thoughts. I don't see any other ways of showing ties for her in India.

    It would be great if you can give some ideas on how I should approach this.

    People should not "make up" stories.

    If she said last time that she was going for your graduation, and was denied. And this time she is saying the same thing... either she will have to show proof that you WERE graduating last year and postponed it until this year... or she was lying and that will not help her case.

    Being a widow and not having enough strong ties will make it very difficult to prove that she will not stay in the USA. Plus add the burden of made up stories and you have a recipe for disaster.
