ECNR required for mother?

Hello,
Last month I sponsored my parents for a visitor visa and they received a 10-year visitor visa. After that, my father got an ECNR stamp on his passport, based on the fact that he is a doctor. But, he only got this done for his passport and not my mother's.

Does my mother need the ECNR stamp too on her passport? Currently there is no ECR/ECNR stamp on hers. Both my parents' passports were issued in Mumbai in July 2007.

ECNR not required for United States among other countries.

It's mainly required for Middle Eastern countries.
