    Hi Everyone,

    My sister wanted to attend my graduation but couldn't get the visitor visa. The consular said it looks like she(sister) is applying for a F-1 again. My parents couldn't come for my graduation because my dad is ill.
    What I don't understand is why would they reject a tourist visa because her F-1 was rejected 3-4 years back. Her F1 was rejected three times. She just wanted to visit for a month. I had arranged all the documents listed in this website.
    She has a job as operational manager earning around 15,000 rupees. Showed enough financial document in real estate. I was her sponsor and I showed over $5k in saving and over $6k in personal property, no life insurance.
    Can anyone help. Is she never allowed to visit me? I don't understand. She is very disappointed, didn't even wanted to talk to me because I asked her to apply again this time. Should she apply again? How can she overcome their presumption that she wants to be a F1 in US.
    Any advice is appreciated.

    F1 and B1/B2 applicants have the presumed immigrant intent and if the F1 was rejected on the basis that she will be a potential immigrant, the same thing applies for her B2 as well.

    She has to show some stong ties to the home country apparently to overcome the potential immigrant intent.

    Is she single?

      Yes, she is single. They didn't say that she doesn't have strong ties. They rejected saying they think she is virtually applying for F1. Whatever that means.

        It means the same thing. They thought she will visit and then file for a COS to F1.
