visitor's visa for in-laws

Hi,
we'r re-applying for visitors visa for my in-laws,can anyone tell me if we have to perpare 2 sets of doc's ( do we need 2 affidavits,1 for my father-in-law and 1 for my mother-in-law,the same for the cover letter's also) or is 1 set (both their names in the same doc) enough?? and what is an CS statement??
my mil is an housewife and fil is a pensioner.
someone pls reply to my ?.
