Question on Birth certificate

Hello,

I am inviting my in-laws to USA and my wife's birthdate was not registered at muncipal authorities. They are providing a letter with the reason that date of birth cannot be verified. While going to consulate for stamping, can I attach my wife's SSC certificate(that has her date of birth) as evidence for date of birth is required?

Any suggestioins or any experiences on this subject ?

Yes ...

... attach that letter stating that the cert can't be obtained and attach the SSC certificate which shows the birth date.

If you're sending copies, try to get them notarized.
