Mothers's visa expiring soon - should she apply now?

My mother has a 10 year visa with which she has travelled to the US about four times. It is expiring in September. She may be visiting me later on in October/November.

Should she apply for a new visa right now or wait until the current one is expired?

Also since it is a renewal will she need all documents as required for a new visa or is there any waiver?

What are her chances of getting another 10 year visa. I recently became a US citizen - will that help her in any way?

Your becoming a US citizen may probably hurt her case and make her application look weaker for a B2 visa. However a clean record of visits with no overstays might help her. No waivers, she and you have to follow the same procedure as earlier.
