Visa to other countries while on B2 in US

Can an Indian citizen visiting US on B2 visa apply for a tourist visa to a country in Europe while he/she is in US?

Yes, you can but it is harder to get a visa applying outside of your home country where the staff is familiar with situations of that country and is better able to assess your appl.

That said, If you can explain in a cover letter the reason for applying while in US, it can work.
