Visitor Visa refusal

PLEASE we need your help. My friend lives in Cairo, Egypt and has applied for a visitor visa to the US twice and turned down both times. The first time he had limited information to take to the interview. Second time, I sent a support/invitation letter with copies of all information from me. Copy of passport, bank statements, notarized letter from me, bank and employment letter. The interviewer said that was not enough of a reason to grant a visa to my friend. Therefore to try another venue. Do you have any suggestions for us.
