We are thinking to reapply visitor visa for my mother as she got the rejection in April 2008. My husband is going to sponsor her and he is a US citizen and myself is a greencard holder. My question is, that my husband can accompany her at the time of interview in New Delhi? If yes, can we take interview date in english language and not in hindi? Please let me know.... Thanks...

Thanks for your reply. Ofcourse, I know that this time we have to give different reason for her coming to USA. But, my question is, can my husband accompany her at the time of interview and can we take appointment in English? Otherwise my mother has to take interview dates in Hindi only...

Changing the reason and sponsor for the visit will not help. The problem is that she could not demonstrate adequate ties to her home. If she is a widow, that becomes difficult. She needs to show that she has family and a personal situation in India which require that she return.
You need to read through the archives of the forum to see how others have done so. Things of importance are property, family members requiring her care, employment, social responsibilities, etc.
She must appear by herself or in a family group if she were to be traveling with her husband or other family members needing to appear for a B2 visa as well. If she cannot take the interview in English, she must take a regional language appointment.
She could meet with an attorney to see if he could assist her in identifying means of better presenting her case, but that does not guarantee that she will receive the visa.

No. If you have another family member who is fluent in English and might want to visit US on B2 in the future, they can take a family group appointment so the other family member can translate. They are judged on their own papers so that one might obtain the visa and the other would not.
Otherwise, keep trying for regional language.
