Visitor visa interview in canada for Indian Citizen

My mother in law is presently visiting Canada for 6 months to see her elder daughter and now she wishes to visit US for 2 months to see her younger daughter (my wife) and me. She never applied for US visa in india and she got her husband, son ,his family and other ties in india.

Is there any problem is she applies for US visitor visa in Canada ?

Appreciate any Help !!!

It will be 10 times harder to obtain a visa to enter and visit the USA while in a different country (other than India).

Most US embassies and consulates, will NOT entertain a petition if that person does not reside in that country.
