Visitor's Visa

Dear Sir,

I have question regarding the Visit visa, my parents got visit visa on Nov 2008 for 10years, Is it compulsory to enter in USA frist visit within 6months from the date the visa stamped or any time we can visit
within 10years period.

There is no such rule. They can visit any time within those 10 years.
