Vistor Visa Refused

They called my mother-in-law for a interview. She had applied thru drop box. The consular officer said that they cannot give a visa now and she can reapply after 3 days. They did not write anything in the passport nor they gave any verbal reason.

What was the reason behind calling her for an interview when she applied through dropbox. Is this her first time ever applying for visa?

They did not give any reason for that ( for calling for a personal interview).

Now when she reapplies .. does she has to go for an personal interview.

I heard that there is a big line for the personal interview and sheduling takes atleast a month ( Mumbai)? Is that true.
