ECR on passport : Is ECNR required fo Visitor Visa?

Hello All, My mom is travelling to USA on visitor visa. I just noticed that there is a stamp like below

"Emigration check Required (ECR) except for BANGLADESH, PAKISTAN & All countries in UK, NORTH AMERICA, JAPAN , NEWZELAND, AUSTRALIA,SOUTH KOREA, SOUTH AFRICA & SINGAPORE".

Do we need to do any process now to get ECNR on passport? or Visitor visa to USA should work?

I want to bring my Mother to Muscat on Visit Visa. On Her Passport ECR is stamped, so do i have to need clearence for her from POE, please suggest....
