Tourist Visa for married sister in UAE - simple :)

My first post so please go easy on me if this is common knowledge

My sister lives in Dubai with her husband and her 1 year old child and I would like for her to visit us in the USA this summer. My brother-in-law cannot travel currently since he can't get leave this year. So the plan is for my sis and my niece to come over to spend a month with us and then head back.

Couple questions -

1) Would it make sense for her entire family to apply for a tourist visa together as opposed to just the folks travelling? I am guessing this shows more credibility to the VO despite our intentions being very straight forward.

2) My sister worked for a good American company until last year and then quit her job owing to the baby. My BIL works for a good company and has lived in the UAE for nearly 10 years. They have property in India and such. In addition to this I plan to send all my supporting documents to show that I would be taking care of them during their visit. My wife and I are on GC and I have worked here for 11 years and well settled. Is this necessary and sufficient for their visa approval?
3) How easy/tough is it for an Indian national in their situation to get a visa from the UAE? Would it be easier to try it from India?

Any thoughts/suggestions are appreciated...

1. Just the persons who want to travel.

2. It seems that they can take of the expenses themselves. In that case, you don't need to sponsor them.

3. In this case, applying from Dubai would be fine.
