Percentage of visitor visa rejections

Dear Attorney, members,

Do you have a rough ball-park figure for roughly
how many of the visitor visa applications are getting
rejected these days? Half? One-fourth? Especially
at Mumbai?

Has there been any increase/decrease in the acceptance
rate over the past year?

My parents in law's visa application got rejected in March2003.
They applied in the midst of the Iraq war. I guess the
visa officers were particularly strict then due to the
possibility of terrorism. I am wondering if it is easier now
to get a visa. If so they would like to reapply.
