Reapplying for Visitor Visa

Hi,

My mother's visitor visa was refused twice this year. Once in May(221g) and second time in Nov(214b).

Today, I saw this news in economic times:

I am planning to visit India in the month of Jan 2004 and would like to my mom along with me.

Can I take another appointment at the earliest(possibly in early Jan 04) and apply again/

Please give suggestions.
