Any body have any suggestion on visa re applying

My dad is re applying for visa next month. He had been rejected and 5 times. He is taking the letter from congress men. We talk to senator and they sent a letter to consulate for clarification. When we talk to senator office they said, it may take 4 weeks to get the confirmation from consulate.
Is any body know exact procedure to get the letter from senator
