    My in-laws visitor visa was rejected once in June 2004. I sent all the documents including the last two years tax returns except for the W-2. My uncle told me that the visa officer looked at the tax returns last and rejected the visa (under 214b). I am guessing that the reason being no W-2 attached.

    Now I am sending last 3 years tax returns including W-2s.
    My question is, when they go for the interview again, does the visa officer know that they were rejected last time for not having W-2s?

    Were they? You are just guessing that this was the case. That's what you state earlier in your post.
    You need to find out why the really rejected the application. Guesses don't help.
    And the consular officers of course know the history of the cases they look at.
