Visitor visa for spouse of US citizen settled abroad

Hello,
Is it possible for a spouse of a US citizen (who is settled abroad) to get a visitior visa? Husband is a US citizen and wife is an Indian citizen and they are settled in India. They just want to visit US for a couple of weeks.

Tough but possible if the USC and wife prove that they are going to return to the home country with strong reasons.
