Sponsoring Visa for my in law while doing VISA transfer

Hi,
I need info regarding my situation. I'm in the US since 2 years on H1B and recently got a new job. As such, would be going for a visa transfer. I'm planning to sponsor my in laws to visit me in Oct. My visa process hasn't started yet. I want to know if I could sponsor them after getting a receipt from USICS(my new company would apply for it) or should i wait till i get a VISA transferred. Can I use my old Visa to sponsor them?

Yes, you can sponsor after getting just a transfer notice.
