Appearing for B2 visa interview within 4 months of visiting US

Dear Senior members,

Could you please help me with the situation below:

My parents got B2 visa for 1 year which is valid till 1st November' 09. They visited me for 5 months and went back to India on 10th July '09.

1. Can they appear for B2 visa interview sometime in November '09 or do they need to wait longer to appear for the interview.

2. If they get the visitor visa in November '09, can they travel to US in December '09?

Any suggestion in this regard will be of great help.

2. Yes. However, keep in mind that if the person tries to stay for too long in the US, he/she may not be considered tourist and may face problems.
