Entering US after 8 months gap

My father left US on Oct 12th 2003. He intends to come back to US around July 15th 2004. During his last visit, he stayed in US from Oct 2002 to Oct 2003 (i.e. 1 year). He has 10-year multiple entry visitor visa.

How should he prepare for questions from immigration officer at POE in San Francisco?
