Question on application form

My father is physically handicapped and wheelchair bound. The visa application asks "'HAVE YOU EVER BEEN AFFLICATED WITH A COMMUNICABLE DISEASE OF PUBLIC HEALTH SIGNIFICANCE OR A DANGEROUS PHYSICAL OR MENTAL DISORDER, OR EVER BEEN A DRUG ABUSER OR ADDICT''

WHILE A YES ANSWER DOES NOT AUTOMATICALLY , SIGNIFY INELIGIBILITY FOR A VISA,IF YOU ANSWERED YES YOU MAY BE REQUIRED TO PERSONALLY APPEAR BEFORE A CONSULAR OFFICER.''

Should my father answer yes here? His handicap is definitely not a"dangerous physical disorder", but I would like to get some opinions anyways.

Thanks for your reply. A followup question to that :

My Father is 60 years old and plans to use the dropbox to send his application in. In his cover letter would it be wise to mention that he is physically handicapped, or would that work against him? We're trying to avoid (if possible) an interview at Chennai, since Hyderbad and Chennai are not handicap accessible by any stretch of imagination.

Again, I know there is no clear answer, but would appreciate your opinions.

I am not sure what would be better. It can work out better either way. It is so subjective. There is no set rule for this.
