sister's visa rejected

my sister's visa was rejected at delhi consulate recently. Even though she had all the documents including job letter, property papers, bank statements to show closer ties to India. I have a green card and I was sponsering her.
Does the decision to refuse the visa take into account the fact that I have a green card. Can anybody else please confirm this from their past experience.

More than your greencard, it is because of your sister's young age and difficulty in proving that she will return back to India.
