Mom visa rejected twice....

My mom is staying in Dubai for nearly 2 years now and she had gone for visitor visa twice to Dubai US Consulate, she has been rejected both the times. Both the times she was asked as to why my husband is sponsoring(my husband is on H1). My mom had come here 4 yrs back with a 6 month visa and my in-laws both have 10 year visa. We have always send the invitation letter stating my husband is sponsoring, so we are confused as to what else to mention. Another reason for my mom to be rejected the second time is, they have told that only once in 5 years a tourist visa can be issued, so she is not eligible for another 1 year to apply for tourist visa. Has anybody come across such situation, any information will help.
