Can consulate be changed after visa denial?

Hello,

My father's visa got rejected at Delhi in feb. 2010. He has his property in chandigarh which he rents out, but he stays in Kolkata with my brother.

Since his passport, ration and voter card have the Chandigarh address, he applied from there last time.He does not have any proof of address for Kolkata, as he stays with my brother.

Where should he re-apply from the 2nd time ? Can he apply from Kolkata without any proof of address.

I really want him to visit me and want to do everything right.
Please advise

Shopping around for the consulates is not allowed.

And it is not going to make any difference anyway as they have centralized database.
