10 Year visitors visa

I was wondering if 10 year multiple entry visitor visas are still being issued. My parents are going to apply for a visitor's visa at the Hydrabad Consulate. The people they know who recently applied all seem to be getting 6 month visas. Appreciate any input - Thank you.
