visitor visa issuance fee

Hi,

My parents visited the visa office in Chennai today and were spoken to quite rudely. They were finally told by the visa officer that he did not feel that they should receive a visa and they were given the card only back. The lady who was assisting asked my parents to pay the 2300 Rs. visa issuance fee.

Does this mean a visa is being issued? Or do they take the Rs.2300 fee regardless and then reimburse later?

I would be very happy if someone with insight into this replies asap.

Visa issuance fee is only if you get visa.
