H1b to b1/b2 visa

Hi, I'm on h1b visa with employer A, now at present I'm stuck in india due to covid and lost my job with employer A. My h1b renewal is on july 17th 2020. I got another opportunity with employer B. But employer B is not ready to transfer my visa immediately. Asking me to come back to USA asap. But as there is no consulates open , dont know how can I convert my visa to b1 /b2. What happens if I dont transfer my Visa to another employer by july 17th? Can I go back to USA after july 17th with b1 visa and again convert to h1b with employer B and start working ? Please suggest.

Do you already have a B1 visa with you?

Ideally it will be difficult to enter in USA on B1 while you are not on payroll of any company (neither USA not India), also with a intent to do COS from B1 to H1 is another issue.
