I work for a Taiwan company in the USA. The company is sending engineers from Taiwan to the USA on continuous 6 month work assignments. I heard the working engineers are only obtaining visitors visas when entering the USA. This sounds illegal to me. Is it?

How can I report this violation if I choose to do so? I'm quite sure the workers are coming here on a visitors visa....
I'm sure the visa type could be checked and verified by the workers name somehow.
What are the penalties for the person/company if they are caught?
