Embassies are closed - do I still apply for my brother?

Hi, I am a naturalized US citizen from Pakistan. I would like to apply for my bother and his wife and kids to visit me in the US. He is Pakistani living in Saudi Arabia. It looks like embassies and consulates might not be open. Do I still apply for him, and if so, where? To the one closest to where he lives or one in Pakistan? Thanks for you time and help.

If they are live in third country other than home country, they can plan for schedule interview where they live at present. But, Please make sure whether concern country is accepting third country nationals visa applications. Based on that you can move forward.
I hope, now Saudi Arabia US consulates are releasing visa appointment dates.
