Visitor's Visa Denied

Hello,

My mother's application for visitors visa has been denied 2 times now. Both the times, we have meticulously provided all documents. It has been denied under 214(b). I have the following questions.

1: Is it advisable to initiate communication with chief visa officer through email and request them to reconsider mother's application.

2: Are there any users on this website who have such experience of email communication which had positive results.
