My Parents tourist visa B2 got rejected

Hi,
My parents had visa interview in Delhi on 09/22/2010 and there visa got rejected. When my mother asked him why there visa was rejected the interpreter told her that they were missing documents that were send by us. We had send all the documents that were mentioned on the embassy website and immihelp. And my father had all the supportive documents....property papers and bank statements and all other documents to support,that they will return back after there visit. I want to re-apply for the visa. I would like to know after how many days after the rejection, it is safe and better to apply for the visa. And what other documents can I send them to support apart from the documents that are mentioned in the USA embassy website and immihelp. Appreciate all your help and answers.
