B2 Visa Denied for Second Extension with in US

Hello,

My Father had 10 year Multiple Entry B2 Visa issue in Hyderabad India in 2013. His Visa Stamp is expires in Jan 2023. He came to US in July 2020 and we filed for

1st extension (i539) in
Dec 2020 till July 2021
Biometric appointment done on Jul 3 2021.
Approval received: October 2021
Approval Till : July 14th 2021

2nd Extension:
Applied In Jun 2021
Biometric appointment Notice: Not Received
my father left to India in Oct 2021. We did not
Application Denied on Feb 2022.
Did not receive any mail regarding denial. Only Online Status.

My Father is planning to visit US again this July, Question is

1) Can he travel/Visit US as he still holds valid Visa Stamping? Booking the return ticket in November/December 2022
2) Can he apply for Visa Renewal in India ?
3) Can he use Dropbox if dates available?

Please guide me what is the best way to get him back to US again.

1. Yes. He should bring the first extension approval and second extension receipt (and any denial notice he receives) with him, to show that he had a timely-filed extension (filed before the I-94 expiration granted by the first extension) that was pending when he left the US.
