can a person Residing in india file i-134 for his family?

Hi,

I m citizen of india.My brother is studying in US and has invited us over to attend his convocation.My mom and dad and myself are planning to go to his grad walk.since my brother is not working and does not have any source of income my dad is sponsoring for our trip.who should fill i-134 and where can we file it?Is one form sufficient for me and my mother or two seperate i-134's should be filed?i also wanna know who is a principal applicant?Plz help me out by providing this information at the earliest.
