Who determines the duration of stay in US

Hello,

I have booked the dates for the visa interview as April 12 for my parents who are planning to visit US in June end. I understand that visa expiration date is just a date for entry to US. The duration of stay is given by the U.S. immigration inspector at port-of-entry. One of links said this:

My questions are:

1. One what basis is the duration of stay decided for people visiting on visitor visas.

2. Given that my parents want to visit on June 2005, is it too early for them to go to consulate on April 12.

1. Most people get 6 months I-94 unless they have reason to give otherwise.

I have a doubt regarding the validity of the visa.
If a person gets a 3 month visa, can he still get a 6 months stay of duration at POE??
Will he have problems when he applies again?

Visa stamp is only for entering into US.

Actual stay is determined by immigration officer at port of entry.
