ESTA for transit

Bit of a specific question but thought I’d ask here before paying for a lawyer to talk to.

Travelling from U.K. (British Citizens) to Cancun with a stop in Dallas.

My father has previous had a drink driving conviction (17 years ago) and has also been denied an ESTA in the past (13 years ago following an appeal and doctors appointment?) https://vidmate.onl/ .

Is it impossible for him to get an ESTA now to travel through USA?

Why doesn't he try to apply for an ESTA and see? If he can't get an ESTA, he will need to get a C1 transit visa or a B2 visitor visa.
