Hi please help me to answer this question.
In my case i am working and living in Dubai, UAE but I am traveling India (my home country) every on vacation so should I have to answer YES and mentioned India as my travelling country
Please advice.

Correct. Because you have to answer the question: Are you a permanent resident of a country other than your country of origin? And here you should write UAE, so it is correct to answer India as the country you have traveled in.
