Can't pay for Argentina ETA visa - has anyone had the same problem?

I'm trying to apply for an electronic visa and can't even get past step 1. Been using every credit card I have and when I try to pay, I get an error message saying transaction failed (in Spanish). I'm then told to try again using the same card 30 minutes later but no dice. Anyone else encountering this issue?
