Need information regarding LLC creation in Russia as a foreigner for Residence permit

Hello,

I have heard that you can start LLC on tourist visa as a foreigner, and then sponsor yourself through that company on work permit, true?

Also if you hold trp/pr, russian or former Soviet citizen, no need to sponsor yourself through work permit, you can just function as ceo, is it true?

Also is it necessary for ceo to be russian, trp /pr for your LLC at start and only he can sponsor you for work visa?
