Question about immigration process for person of interest

Good morning, all. I am interested in having someone move in with me from South America (more like a family friend) but I would definately marry her if it expedited the process. I am trying to find out, for the I-130 form, do we need to already be married before she applies for a marriage Visa (lives outside US) or does the Visa come first https://100001.onl/ https://1921681254.mx/ ?
