visitors visa for sis-in-law

I know its very difficult to get a visitors visa for young ppl. Has anyone applied for a visa for thier sis or sis-in-law and got approved? If yes, what documents did u present?
Shall I apply for my in-laws visa first and after they get it, apply for sis-in-laws visa?
Can she get a visa if we say she wants to pursue higher education in the US later and now she wants to come to check out the colleges?
has anyone done this?

That may be risky as consulate will think this person just wants to stay in US somehow, has long term stay plans.
