USA: I-539 form denied, count as denial of visa?

My I-539 application (J-1 requested to B-2) got denied due to me leaving the country before the application was fully processed, does this count as “Have you ever been denied a US Visa you applied for with your current or previous passport, or have you ever been refused admission to the US or withdrawn your application for admission at a US port of entry?” ? (I’m applying to visit USA again)
