Old passport not accepted by VFS for Japan visa

Took all documents but didnt consider old passport even though I insisted and it was mentioned in the documents needed but the officer didnt take, she said I have striked it off from the requirements list.

Rest of the documents were fine and accepted without issues.

Any similar experience anyone?
