Visa On Arrival in KSA

I'm an Indian passport holder, I also have a valid B1/B2 visa from the US. I'm planning to travel to KSA in december to visit my family, I want to know if I'm eligible for VIsa on Arrival.

I also have a prolonged residence permit issued by the Bulgarian govt.

If I'm eligible for VOA, how long will this visa be valid and is it necessary that I may have to travel in a national carrier?

Hopefully, Yes. you are eligible for Visa on Arrival.
As per recent policy, Indians will get 30 days visa i believe.
Its better to fly via Saudi national carrier to use the VoA option.
